Quality Payments Update - DOS checker now available

As part of  the current funding and contractual imposition you will know that a Quality Payments Schemes has been introduced.  As part of the Quality Payments Scheme Contractors need to check their DOS (Directory of Service) Entry at 111 is up to date.

There is now a DOS Checker in place to help Pharmacies.  Please read the following information to ensure you complete this element of the QP.



The DoS checker has been created to assist community pharmacy contractors in meeting the DoS quality criterion, which requires, on the day of the review, that a pharmacy's NHS 111 DoS entry is up to date.
The process to follow is listed below:
  1.  Visit the DoS checker website
  2. Enter either your ODS code (F code), postcode or pharmacy name to search for your pharmacy. Not all pharmacy DoS profiles are linked to their ODS code currently. Therefore even if a profile comes up for your pharmacy when you search by ODS code, you should also search for other profiles for your pharmacy using the pharmacy's postcode and pharmacy name as your DoS entry may be made up of more than one profile (e.g. if you offer an urgent medicines service, minor ailments scheme etc. then your pharmacy will have a separate DoS profile detailing this).
  3. If you cannot find your pharmacy after searching using all three fields, please email England.communitypharmacy@nhs.net with DoS in the title for further assistance
  4. Click on the profile for your pharmacy or one of the profiles if more than one is listed for your pharmacy.
  5. Check that the information displayed for your pharmacy is accurate.
  6. Make a note of any inaccuracies and keep this information. Your local NHS 111 DoS Lead will be in contact for this information at a later date.
  7. If there is more than one profile listed for your pharmacy you should repeat steps 4-6 for each profile listed.
  8. The survey form must then be completed. Please note, even if your DoS entry is up to date, you will still need to complete the survey form to confirm you have reviewed your DoS entry. The results of the survey will inform your local NHS 111 DoS Lead that you have checked your DoS entry and will let them know where changes need to be made.
  9. Once the survey form has been completed, you will receive a confirmation email which should be retained as evidence that this quality criterion has been met.
Although the quality criterion states 'On the day of the review, the pharmacy's NHS 111 Directory of Services entry is up to date' NHS England has confirmed that as long as the above process is followed, contractors will meet the quality criterion for the April review point even if changes are not made to a pharmacy's DoS entry by the local NHS 111 DoS Lead by the April review point.
Local NHS 111 DoS Leads are developing systems locally to improve how updates to the DoS are made. Local DoS leads will communicate with contractors separately about this after the declaration period for the April review point closes.

Quality Payments - Patient Questionnaire Upload

As part of  the current funding and contractual imposition you will know that a Quality Payments Schemes has been introduced.  As part of the Quality Payments Scheme Contractors need to publish their Patient Questionnaires.

The LPC's have had some queries around the upload process and the prescribed information that needs to be included when publishing.

EHC Training for Gateshead and South Tyneside - 25th April 2017

South Tyneside Foundation Trust have arranged EHC training sessions on 25th April 2017 for Pharmacists in Gateshead & South Tyneside.  Full details including contacts for booking can be found within the flyer below.  

This training will cover you for face to face training requirements in Gateshead and South Tyneside.  Booking early will avoid disappointment as EHC sessions tend to get booked up very quickly.

Quality Payments Update

As part of  the current funding and contractual imposition you will know that a Quality Payments Schemes has been introduced.  Please find below an update on several issues regarding the Quality Payments.

Pharmoutcomes
There is a Pharmoutcomes  Module available for contractors to use.  This is accessed in a slightly different way to other modules.   It is located by clicking the Assessment menu tab at the top of the pharmoutcomes screen.   This module allows your pharmacy to  record its progress towards the achievement of both the Gateway Criteria and the Quality Criterion.   Its very easy to use and also contains links to resources and information for each of the criteria.

The LPC would encourage pharmacies to make use of this resource.  One of the advantages of contractors using  the pHarmouctocmes  module will be that LPC's will be able to see collectively which areas are complete and which are not.  This will help us to target further  support in the area.  

PSNC Webinar
On 16 March at 7.30pm PSNC will be hosting a Quality Payments Webinar.  The webinar will provide you with a comprehensive update on the Quality Payments Scheme with all the latest information available from NHS England.
On the night Alastair Buxton, PSNC Director of NHS Services, will talk you through each of the criteria, explaining how to meet them and the self-declaration process. He will also highlight all the guidance and resources available from PSNC.

Checklist
Following our quality payments event last month the LPC agreed to send out an updated Quality Payment Checklist to help simplfy the requirements and deadlines required.   This checklist can be downloaded from our website or by clicking here.  

NHS Choices
Please note that the NHS Choices system has changed some of its templates.  Some pharmacies who have updated their NHS Choices profiles early on after the announcement of the QP have noticed that their profiles have been partially wiped and repalced with a template that needs filling in.  The template is quite easy to use so contractors need not worry about this however we would advise you to double check your NHS Choices entry again prior to submitted your decalrtion to ensure it is up to date.

NPA Resources  - 
The NPA have contacted us to offer contractors some support towards the QP.  These resources are open to all contractors (regardless of being a member of the NPA or not).  Please see the message from NPA for details of their support.

Quality payments scheme – NPA resources

Part of claiming quality payments requires the production of an annual written patient safety report.  The NPA Pharmacy Services team has produced resources as described below to help NPA members  meet this patient safety report quality criterion.
The resources comprise:
  • Blank template annual report – a template annual report form for contractors to complete electronically, or print off and complete by hand
  • Blank template monthly report – an optional monthly version of the annual report form; contractors do not need to complete this to meet the criterion, but completing the monthly form will make it quicker and easier to produce the annual report
  • General guidance – a resource providing general guidance on the written safety report, including what should be included in the report, how to collate and analyse the evidence for the report, what to do with the report, and the importance of having a ‘just’ culture in the pharmacy
  • Guidance on completing the template annual report with examples – a useful resource which takes contractors through each section of the annual report form, providing guidance and examples of how to complete it

To meet the patient safety annual report criterion, on either the April or November review date, a written patient safety report must be available for inspection at your pharmacy. This criterion is worth a minimum of £1,280 and can only be claimed once. The written report has to demonstrate evidence of:
  • Analysis, learning and action taken in response to near misses and patient safety incidents
  • Implementing national patient safety alerts
  • Sharing learning

Medication Safety Officer
As Medication Safety Officer (MSO) for all community pharmacies in England with fewer than 50 branches, I would also like to remind your contractors of the patient safety resources available to them from the NPA. These include the NPA Incident Report form, guidance documents, drug and device alerts and my MSO quarterly reports which are available on the Patient Safety (MSO) page of the NPA website.  


The online NPA Incident Report Form can be used by any pharmacy contractor in England with fewer than 50 branches and not just NPA members to report dispensing errors – reports can be printed off, or emailed to contractors to keep as a pharmacy record.  Pharmacies using the NPA Patient Safety Incident report form should keep copies of forms submitted as these will contain evidence of the analysis, learning and action taken, which can be used in the annual patient safety report.
The NPA MSO Quarterly reports provide a summary of errors reported to the NPA, and include top tips to prevent such errors occurring in the future.  These will be useful for contractors when compiling their annual patient safety report. The online Incident Report Form and the MSO quarterly reports are open-access, so contractors do not need to be NPA members to use them.

Reminder - Contractual Requirements 2016-17

The LPC would like to remind pharmacy contractors to ensure that they have completed all their relevant paperwork and submissions needed to comply with their contractual requirements.

Information Governance 

This needs to be completed by  by 31st March 2017

Contract Monitoring - Supporting Documents

Every Pharmacy needs to submit the following Documentation to NHS England.

  • 2016/17 Pharmacy based Audit
  • 2016/17 Patient Satisfaction Survey
  • 2016/17 Annual Complaints Report
  • Up to Date Practice Leaflet

Please ensure that the NHS England receive these by 31st March 2017 
These can be submitted to  england.pharmacyandoptometry@nhs.net


National Audit

There have been no details of a national audit announced this year.

Quarterly NMS / MUR Data

Please don't forget to also ensure you have supplied your quarterly MUR and NMS data to  NHS England.   These are due by the 10th of the month following the quarter.

Information Governance - Don't forget the 31st March 2017 Deadline

All NHS providers, including community pharmacies need to provide information governance assurances to the NHS on an annual basis. These assurances are provided through completion of an online assessment tool, the NHS Information Governance Toolkit (IGT). Requirements for IG change annually, and Version 14 of the IG toolkit was released on 27th May 2016.

Pharmacies are expected to attain Level 2 against each of the pharmacy IG requirements. The deadline for submitting this year’s return is 31st March 2017.

Gateshead Public Health Contract Opportunity

Public Health services in Gateshead are now being re-commissioned by the council.  
The services currently provided by pharmacies need to  be re-commissioned by a tender process in line with other council contracts.  
The LPC has been working with the council to make this process as easy as possible for pharmacies.  As a consequence a Pharmoutcomes module has been developed to aid this process.
Gateshead council are opening up this tender to all pharmacies in Gateshead including those who did not offer the services previously.  We believe this is a great opportunity for pharmacy contractors.

 The 5 services that are now being re-commissioned are
  1. EHC
  2. NHS Health Checks
  3. Smoking Intervention
  4. NRT Supply
  5. Supervised Consumption.
If you are already a provider of any of theses services you will also need to complete the tender process.

The process for existing providers as well as new providers is as follows.

  1. Gateshead Pharmacies  will now have a new service in their pharmoutcomes service list titled  “Gateshead Public Health Contract Opportunity”
  2. Click on this 
  3. Read through the information and answer the questions.  Makes sure you download the relevant specification and paperwork for the services you wish to offer. (or are currently offering). Please note much of the form has been pre-populated for you.
  4. Submit the data
  5. Your submission will be assessed by the commissioners.  If you are successful you will be sent an award letter informing you of this fact.
Each pharmacy wishing to offer services will need to fill in a pharmoutcomes module for each branch / store.  Some of the questions appear to be repetitive however this was unavoidable as different parts of the document are for different purposes at the council.  The LPC believe that this is a minor inconvenience given the simplicity of the overall process.  

The deadline for submission is 15th March and we would strongly advise contractors to fill this in as soon as possible to avoid any disruption in services.
