When we send our claims for locally commissioned services to the commissioner, we expect the payment to be accurate and timely - like any other invoice.
Historically we submitted a claim to the pct - and could check-off the payment when it arrived in the bank; and the schedule indicated any VAT implications... But now that enhanced services are "locally commissioned services" from multiple agencies - things have changed; and contractor payments are not forthcoming - and they are difficult to reconcile! Considering the minor ailment scheme...an agency was commissioned in April 2013 to manage the payments to contractors carrying out the service. But...due to data control restrictions, the agency isn't allowed to look at patient data (and the current claim form has patient data on it), so payments have been delayed...in fact some contractors around the patch haven't been paid since June. This situation is intolerable for contractors...and there may be a case for contractors themselves to seek redress via the late payment mechanism... LPCs around the Region have been working with this agency to try and facilitate payments (Click Here for details) for concerned contractors...hopefully things will return to normal with a claim form that has no patient data on it... What a mess!
